Entry-Level Driver Training: The Federal Gate Before Any CDL Skills Test
Since February 2022, no first-time CDL applicant, upgrade, or endorsement holder can take a skills test without completing ELDT from a provider registered on FMCSA's Training Provider Registry. Schools not on the registry cannot qualify you, period.
Who needs it
- First-time Class A or B applicants.
- Class B to A upgrades.
- First-time hazmat (H), passenger (P), or school bus (S) endorsements.
How compliance is checked
The registry feeds state DMVs electronically: theory scores behind-the-wheel proficiency are uploaded by the provider before your test appointment can be scheduled. Buying a license without registry completion fails at the DMV counter, not at audit.
Hiring drivers? Verify their ELDT completion alongside the license class. The full hiring-compliance matrix lives at Haul Handbook.
